Dr. Rufus Flanagan was a genius. A mad one. So mad that he locked himself inside Big Ben for six years as he invested his time and money into an antidote that would change human history, and he plans to use the human race as his guinea pigs.
The Doctor however is occupied, so the Celestial Intervention Agency appoint another Time Lord named Philleus to the task, but with Luna as their assistant.As the TARDIS team attempt to fight two different scenarios, their day might just get a little more problematic than they had hoped for.
